Guidelines for Engagement of Consultants in the Civil Service
The advent and development of administrative budgets in the civil service, the implementation of EU Directives and the internationalisation of the consultancy industry have changed both how and why Government Departments use consultants. The level of expenditure by the civil service on external consultants and the number and variety of tasks for which they are engaged has increased in recent years. It is for these reasons that the following Guidelines are being published, setting out best practice principles and guidance and describing the various requirements that apply to the engagement and management of external consultants by Government Department and Offices.
