EU Member States prepare annual stability or convergence programmes under the terms of the Stability and Growth Pact (SGP). Member States, such as Ireland, which have adopted the euro prepare stability programmes, while those not having adopted it prepare convergence programmes.

The Commission on Public Service Pensions was established in February 1996 to examine and report on the occupational pension arrangements of public servants. It was asked to present its report to Government in 1998.
This chapter outlines the superannuation terms applying to each of the public service groups coming within the Commission's terms of reference - i.e. civil service, Permanent Defence Forces, Garda Síochána, education sector, health service, local authorities, and non-commercial state sponsored bodies.
Traditionally, the cost of public service pensions has been presented as part of the public service pay and pensions bill.
In its examination of public service pension arrangements the Commission's terms of reference require it to have regard to changes in the working environment and conditions of employment of public servants, as well as to changes in the operational requirements of each public service.
The Commission has carried out a preliminary review of current public service pension arrangements and developments in other countries, both in Europe and elsewhere. The findings in relation to other European countries are summarised in this chapter.
In January 1997 the Commission contracted the ESRI to carry out a study on public service and private sector pension arrangements.
Under its terms of reference the Commission is required to examine and report on the occupational pension arrangements of public servants, and to present its report to Government in 1998.
