The Minister for Finance has made an Order to commence the Betting (Amendment) Act 2015 on 15 April 2015. The Minister also made Orders commencing elements of the Finance Act 2011, Finance Act 2013 and the Finance (No2) Act 2013 in relation to the licensing provisions for remote bookmakers and betting intermediaries.   These Orders bring the provisions of the Betting (Amendment) Act 2015 into force and provide for the licensing of remote bookmakers and betting intermediaries.  The Orders provide that the requirement for remote bookmakers to pay (1%) betting duty on bets entered into with persons in the state and remote betting intermediaries to pay betting intermediary duty (15% of commission) in respect of commission charges levied on persons availing of betting intermediary facilities within the State will take effect from 1 August 2015.

The Minister for Justice and Equality is the designated authority for the issuing of Certificates of Personal Fitness to hold a bookmaker’s licence for terrestrial operators normally resident outside the State, a remote bookmaker’s licence or a betting intermediaries’ licence. The Office of the Revenue Commissioners is the designated authority for the issuing of a bookmaker’s licence, a remote bookmaker’s licence and a betting intermediary’s licence.
